To unlock the secret characters, complete the Rally Cup for each of the three initially available difficulty levels:

Unlockable	How to Unlock
Fygar	Complete the Rally Cup on Hard Difficulty
Galaga Ship	Eat 12 or more ghosts in the Classic Cup
Pooka	Complete the Rally Cup on Normal Difficulty
Sir Pac-A-Lot	Eat 10 or more ghosts in the Watermelon Cup
Siria (Ice Dragon)	Eat 8 or more ghosts in the Grape Cup
The Prince	Complete the Rally Cup on Easy Difficulty

Nore: Cups will only be unlocked for the difficulty at which you play the required cups to unlock it (i.e. beating the Watermelon Cup on Normal will only get you the Classic Cup for Normal):

Black Bomb

To unlock the black bomb item, you must eat 5 ghosts with the Pac-Mobile in any of the cups. Once it is unlocked, you can use it in any of the game's modes as an item.
