Go to the games directory and open the file globals.ini, found in the data folder:

Casino Tycoon\Data\Objects\Globals.ini

Somewhere in the file you should find:
StartingCashEasy = 20000.0

Change it to:

StartingCashEasy = 9990000.0

You can change other variables in this file as well, but be careful, you may corrupt the game if you dont know what you are changing.
